3 failed hatching attempts, what do I do?

I am trying hatch quail eggs, but it’s just not working out.
Here is all my sources of what I’ve done, and what I think is happening:
This is my incubator:

The temps and humidity’s iv’e been using:
1st attempt: 37 Celsius, 40-60 percent humidity
2nd attempt: Same thing
3rd attempt: 37 Celsius: 30-40 percent

type of quail: mix first time, Coturnix second and third time
- I took the turners out the 15th day for each attempt
- waited till day 25 each time
- The only flaw I think that’s happen is that the humidity would drop to at least 15 percent in the night
 
Did you see any development either by candling or opening the eggs after they failed to hatch? I’d suspect they weren’t fertile if your friend didn’t get any results either.

Otherwise, I thought I had read 37.5 degrees for coturnix, not 37? Half a degree Celsius could make a big difference.

that brings up another question.......is your incubator still air or forced air
