3 weeks old, beginning of angel wing or fluff?

You can try. But remember the feathers need to be able to emerge from those quills. I found it extremely hard to wrap until the feathers were grown out a bit.
If you try wrapping it now I would remove it and re-wrap it every 24 hours to allow for the feathers to grow.
I'l try to be good and let the feathers grow out. And let her/him stretch. I'm just such a hover mom.

I swear I'm not always this neurotic, @shawluvsbirds ! My female Australian Spotted died about a year ago pretty suddenly, so I'm very much into being pro-active. I got these two so my little spotted drake will have some friends. We had a rescue female wood duck that showed up and they became besties, but she decided she wanted to go live out in the wild. I'm proud of her, though! She flies by almost every day. Poor Downey needed some other ducks to talk to, though. I'm sure he's pretty sick of me by now!

You can do it now if you want to. But I would be sure and remove it and re wrap it if needed after say..no more than 48 hours. Those flight feathers are trying to grow out and will be pushing against the wrap.

Yep. Been there done that. 😝
That's why I just give up on vet wrap and use the medical tape. You have to take your time peeling it off but it's not too bad. Also why I find it easier to wrap once there are some flights grown out to work with.
