36 week Welsummer still isn’t laying?

I have a Hoover black hen she is now five months old almost 6 is it normal for hens at this age to act very aggressively and odd. She is not laying yet so I thought maybe that may have something to do with it.
 
What is she being feed?
Her poetry is 15 percent grower finisher . I also give them scratch in the morning and Oates and meal worm once a day. They always have chicken grit and crunched up oyster shells on hand daily. I do have a couple of older hens in the pin as well and three that are right around 5 1/2 months it's just the one acting very strange and bossy. I also have layer feed pellets in there as well for the elder birds. Which is 16 percent layer feed. So I think they are eating pretty well and the right things. What do you think.

Some birds are just naturally aggressive, although any bird should have at least 16%, if not 18% feed.
 
Folks!! I switched their feed to an all flock feed 3 days ago and to my surprise, Lucille was on her nest this morning!! So exciting. Thank you for all your help!

Growing and developing birds need a higher protein diet, not a lower protein diet. Low protein intake actually slows development. Grower/finisher is for meat birds that need a controlled growth rate during their last month of life. It is not an adequate diet for birds that are being raised for egg laying.
