4-5 week old Easter Egger hen or roo?

We have 3 Easter egger chicks that are 4-5 weeks old. This one is not the biggest, but it seems to enforce the pecking order. It's comb has turned red over the last week or so. Please tell me I'm wrong this is a roo. We're not allowed to have any where we live!
