4-H chickens

I think the OP is looking for ways to be involved in chickens, not necessarily have them, moodly

Have you talked with your neighbors and asked if they would mind? Offer eggs in return for silence, only keep a few and no roos. Where are you?

You may find that the 4h leader or another adult can keep chickens for you,but you must be able to participate in their care.

So is it a HOA thing or city thing? Sometimes you can get enough sigs, provide lots of positive info about chicken keeping and get the city to get on board HOA's seem to be a little harder

I know our 4-H group has a community coop where families have to help out once a week and help with feed in exchange for keeping chickens there

i think it is a city thing but i dont think my parents want me to get signatures and face the city lol
