4 months chicks mating

Hi have 8 chicks which are 4 months old.some of them has started jumpping on other and picking feathers with teir beaks like tthey are mating. Is this mean that they are mating and the one who jumps on other is for sure a rooster or a hen can also do this?
 
If your chicks were purchased straight run, you very well may have adolescent cockerels with some early hormone development. I have had a hen do the mounting of other chickens. I assumed she was bi-sexual, because she was laying eggs, and still trying to mount.
Pecking order dominance usually results with pecking other chickens on head, and not mounting. (at least that is how my flock acts)

At this age you are going to see all kinds of pecking order behaviors. Depending on what breeds you have and what sexes you have you can see some minor mounting behavior but the likelihood that it would be any significant mounting mature mating behavior is not very likely. Your roosters just are not yet sexually mature yet to get the job done and neither is your pullet mature enough to receive it.
