4 Week old chick craning neck down to chest and pecking self

My 4 week old female golden laced Wyandotte keeps craning her neck downwards to her chest - and then she pecks at her chest. She rarely lifts her head - just bows it down - and appears to just compulsively peck. She has been picking a bit at other parts of herself too -- but the big issue is the neck down chest pecking. Even when she lies down, she puts her head way down underneath her front. This all started yesterday. She has eaten and has had water and has pooped. I have also given her a super vitamin supplement that has a lot of vitamin E as well as other vitamins. The other chicks in her flock are fine and yes I have separated her from them. She was vaccinated for Mareks. Her diet now is chick starter food and dandelion greens and some tiny grit. Any thoughts on what is going on and what I should do?

You mention NOW her diet is chick starter with dandelion - what was she eating before that?

Craning the neck downward and putting it way under her sounds like neurological symptom, but the pecking at the chest I would also feel the crop to make sure it's emptying first thing before she eats/drinks.

400IU Vitamin E daily along with 1/4 tablet B-Complex for 1 week is what I would try. Give her some egg as a treat. Make sure she is eating her chick starter the rest of the time, provide chick grit free choice.

She was previously just eating starter feed. I started giving the dandelion and some grit at a few weeks of age. Now I am also giving them some scrambled eggs on occasion (they LOVE it). I put Snickerdoodle (the one pecking her chest) back in with the other chicks because her poop is normal and beyond her craning her neck and the pecking she doesn't seem to be ill. She is acting normally otherwise. She has gotten a little better since I started adding the liquid vitamin (super supplement) to her water. I am she has a deficiency since she doesn't appear to have a virus. I am wondering if she is fully/properly developed as she also was hatched with the webbing on her feet fused together. She just seems a bit off in relation to the other chicks. I am hoping she will keep improving. Maybe she is also really uncomfortable getting her feathers in?
