4 week old chicks. too cold to go outside??

Hi all
I have two 4 week old chicks. They have quite alot of feathers now and are getting bigger but it is going into winter where I live where the nights have been about 10 degrees celcius (sorry not sure what that is farrenheit...) It gets up to about 23 degrees during the day but I am at work all day so can't take them out...
I am wondering what age I should put the chicks outside??
They are in a small cage at the moment I am planning on moving them into a bigger box this week.

you can put them outside as long as they have shelter and a heat lamp to get under (the heat lamp needs to be inside the shelter) I have 3 and 1 weeks old chicks outside now. Here in Tennessee its been cold at night and it's summertime. I wouldn't want to take a chance and let them go without a heatlamp until they are about 7 weeks old
