4 week old Japanese Bantam genders?

I just adopted these two three weeks ago and I plan to add them to my small flock once they're big enough to defend themselves against my big fatties. I really think they're both pullets, I don't see any redness and their combs are very small. What do you guys think? They do bully each other occasionally so I was scared

4 weeks and I don't see any male characteristics, they look like pullets. Pullets can argue with each other just as cockerels can, they all can have an attitude.
