4 week rooster mounted his surrogate mother

If I had not seen it with my own eyes I wouldn't have believed it. My 4 week old lemon orpington rooster 'mounted' his surrogate mother today, grabbed her by her neck feathers and started simulating sex..... IS THIS NORMAL? My friend saw him do it again an hour later. He hasn't even got all his feathers yet.

Wow never heard of that before but there's nothing wrong with him. He may be an early developer.
