4wk old chick wing dancing older hens

Has anyone seen this before? My Sultan chick, who I now assume is male, is about 4weeks old and he is doing a wing dance for my 1+ year old hens. He makes a trilling or cooing noise at them and does the wing dance. I've never heard this noise before, I'm not sure if it's a breed specific sound? (first sultan)

Is he flirting or is this aggression? My hens think he's dumb, peck him on the back and walk away.
 
Can you try to capture the behavior on video?

Precocious behavior sometimes does occur when testosterone hormones are present in a small chick at higher than normal levels, usually temporarily. I had a chick of similar age "tidbit" and try to mate his chick mates. A few weeks later, around six or eight weeks, he was belting out squeaky crows.

The chick from my flock with this behavior was a Golden Cuckoo Marans.
