Is this just normally how the feathers on the top grow in or is he/she getting picked at up there?

Second picture looks like the beginning of pecking/plucking on the pin feathers. I'd separate from the rest of the flock with a wire divider until the blood feathers mature.

I'm going to put pick no more on it If whom ever is picking/plucking doesn't stop, I'll separate her. How long if I have to separate her?
