I agreePullets can display aggressive behavior towards one another too, it's not strictly a cockerel behavior.
They should work things out soon. To me it sounds like them settling their pecking order.

I've never seen a comb that big on a chick that young.

Your cockerel looks like a Serama chicken based on his age and comb size. I have 3 cockerels of my own a couple of weeks younger than yours but there combs almost as big as yours.
