Yeah, pretty sure that’s a boy, especially if he’s crowing. He’s probably just a late developer.

Yes, I think he is a late bloomer. He had a rough start as a chick and I had to hand feed him because he would cry instead of eating and grew slower than all the other chicks initially. Perhaps this stunted his growth a bit.
