5yr old hen with puffy, bubbly eyes NOTHING IS HELPING!!

I have a 5yo RIR hen that has swollen and bubbly eyes and has trouble breathing when handled. I think she's losing her vision due to this. The vet prescribed baytril but it did nothing. He then prescribed tylan and an antibiotic eye drop. Didn't work. Now I'm trying some herbal liquid for respiratory issues in chickens. She is eating and drinking pretty well. I've got her indoors in her cage. What am I missing?

How were you giving the Baytril and later, the Tylan? In water or orally, and what dosage? Is this the first time that she has had these symptoms?

Orally. 1/16 tsp tylan and I don't remember the baytril dosage. It was one of the smaller tablets crushed up.

That doesn’t give me any idea of the dosage. What kind of Tylan, injectable 50 or 200, or tylosin powder in water 1 tsp per gallon of water? I am familiar with Baytril 10% liquid, but not tablets. Hopefully, the dosage was enough to treat mycoplasma gallisepticum (MG) symptoms.
