How do they react if you turn off the brooder light for extended times?

I put mine outside last week,and i live in NY and it is in the low 30's...they have been doing fine and seem to enjoy being out there..they will be 8 weeks tomorrow.

I'm also in Northern CA and I had 6 week old chicks outside without heat during the last cold snap of 20 degrees. They were just fine. So put them out there!

I have 8 week old chicks still with a heat lamp in the barn. It's -41F. But if you're closer to the freezing point, I'm sure they will be just fine

I put mine out at 8 weeks, in may. I had the heat lamp on them for a long time because I didn't know any better, though. They probably didn't need it, they're strong little buggers.

I'm thinking you need to relocate.

I looked up your area on a map - mental note to not move there. As a CA native, I'd freeze to death. And I thought Wyoming was cold. What are your highs in the summer?
