7 month old pullet has NEVER laid and egg.

Maybe she is hiding them, or eating them...

I don't think she is laying yet. Not squatting. Her comb isn't as red as I would think. Is it possible to have an infertile chicken?

it is possible to have a slow maturing bird- my Jersey Giants, one girl has been laying for a month, the other girl hasn't shown any inclination- when her comb gets red, she is close, check her vent- wide and moist means she is laying- do you have a current pic of her? Also, what are you feeding?

Maybe she was thinking about it then the shorter days and colder temps stopped her. A lot of chickens slow down or stop during the late fall/winter. Have you tried using supplemental light to length her days?
