I just got this rooster tonight, when it was dropped off by my family member who picked it up for me, I noticed it had feathers down the legs. I asked if it was something else besides barred rock and the lady I got it from said the rooster barred rocks have feathers. I didn’t know this. Is this a thing?

Nope, it's not. He's not a barred rock. Firstly, the leg feathers, of course. Secondly, he appears to be single barred. A purebred male of any breed of barred colored chicken will be double barred, not single barred.

So he's likely some kind of cross. Some might say he's a cuckoo marans, but those too should be double barred if purebred. Also he appears to have yellow skin, which is wrong for a marans, which have white skin.

He might be a barred rock mix, crossed with something that had feathered legs.

It could be a barred cochin mix. It's barred awfully dark to be a pure rock rooster. The coloring looks more like a pullet. Is it crowing?

Thank you, I agree with this. When the lady was asked if he was truly barred rock or mixed she replied that the boys have the feathers on the legs. I knew this to not be true in my past research of barred rock roosters. It will be interesting to see what he turns to be.

I did not ask if it was crowing.....my mom picked up the rooster for me, I did not talk to the lady myself. I wonder if she just "thought" it was a roo.

He looks like a rooster. I see he has some color coming in on his wing bar, and I believe I can see some hackle and saddle feathers coming in.
