Does she interact with the other chicks or keep to herself? Is she eating, drinking and pooing normally, at least like the others? Is her growth keeping up with the others?
Maybe you can see if some activity will attract her - like giving out meal worms. Chicks usually like to play 'keep away'. If one gets something the others will chase and try to take it away. Makes for good exercise
You could also put out some brightly colored small balls for them to push around. Or give them a couple of real tree branches to practice roosting on. Unless she is very timid, her curiosity would cause her to participate.
