Lots of times crews will take staggered breaks, allowing them to continue working.
Just my thoughts here, but, if someone complained to me about the noise of my people working there butts off, I would tell them to go get a life.
This is a temporary situation, might even improve your property value, who knows.
ETA; If it is illegal for them to start work until 10am on Saturdays, and they started at 9am, then you have a legit complaint and should forward your concerns to the proper authorities.
