9 week old buff orpington cockerel or pullet?

This is Nugget my 9 week old buff orpington I say pullet but my husband says roo what do you think

If that's the beginnings of a rose comb you may well have a roo there, but still not sure.

Sometimes I am not sure Nugget acts like a roo sometimes and these are my first chickens we have been trying not to say he or she just Nugget I have had suspensions since day one
