Ok, if this anomalia is hanging around dog neck, I assume these dogs will never be petting.
My opinion is, maybe the dog shouldn't be this owner. In my country, such activities are punishable. This is only my opinion and I received insults because of another topic.

I wouldn't. I don't think it would work and it just seems cruel. Instead I would work on this training exercise. No harm to your fur baby, and it's easy and it works.
