A little pecker already??

One of our little EE chicks (hmm...must be 2 1/2 weeks now) has started a habit of pecking the other bird's tail feathers., even the older ones about five weeks old. She's not hurting them, or able to pluck it out, but the feathers are frayed and a mess. I'm concerned because we had to rehome a buff orp from our existing flock because she became an obsessive plucker. So, my question is are they too young to put something on to prevent this bad habit? I bought some "Rooster Booster" which is suppossed to prevent plucking. Never ended up using it on my birds. Does anyone have an experience with this product and could I put it on the chick's tail? Then I thought about pine tar. Then I thought...maybe I'm just being paranoid. Your thoughts?
 
I used rooster booster on the chicken (not a chick) that was being pecked. It stopped it dead in its tracks. We have only used it twice but worked both times.

You might have/want to reapply as insurance. We did even though there was no further evidence of pecking. Ounce of prevention vs a pound of cure.

Yeah...I would hate to have to go through what we did with our other bird. We really loved that bird...she was the friendliest of all...but she was plucking everyone else bald!
