Awww Kim... so it's not your dog who even has the problem! And since the younger male has bit you it may happen again even without Max there. Max sounds like my Max he only went after another dog if provoked. The young male (axel) seems to be a problem. Is there anyway to talk to your father about maybe getting him in training? I know training isn't always the answer but if it's Max this time who will it be next time KWIM?

Max would jump up when you had something in his hand, I always thought he was going after my hand but it was something they taught him to do in the SPCA with treats

These fights may also be a way to "negotiate" dominance and since neither one is backing down it's going to take longer. Just like our roosters. LOL!

Is the younger male neutered? Or either of them? Once either dog knows his place the fighting may stop. How long has Max been at the house?

! But I personally don't think you should be made to get rid of your dog because of Axel. He sounds to be a ticking time bomb with teeth.
 
Oh no, Axel is honestly a real sweetheart. He just fights like a drunk and that's actually how the last fight ended. He caught my arm when I reached down to get a hold one of their collars. He "thought" he was getting Max. Once he realized who he had really bit, he tucked his tail and ran into the house. He is the one who started the whole thing though.

Axel was here before Max, and has the temperment of a labrador. Axel isn't your typical Shepherd. Everyone adores Axel, and is intimidated by Max's "intensity". Axel is better for our family situation, because he is more of a "casual pet" instead of a working animal.

Neither male is fixed. Max was not neutered because I was afraid it may disqualify him from particular working homes. I think that police "bite dogs" are kept intact. So, I figured it would be better just to have his next home decide what they whether he needs to be intact or not. Heh, it's easier to have them removed than to have them replaced.

That sounds like the problem. It sounds like both of the males are dominate, and are fighting to be the head male.
