A neighbor's rooster is visiting my coop. He can't get in the run. I was worried he might stress the chickens

While it ought not to be the first option, it's hardly "kidnapping" to kill a nuisance animal that is trespassing on your property.

It is 100% the responsibility of the rooster's owner to keep it on his/her own property.
I was being overly dramatic. But if he can't get in, that means it is not alright to kill him. If he was literally harassing the hens it would be different.

still an animal not contained to his property. That is a problem whether he’s harassing them or not. Not likely that the first step would be to kill the rooster, and OP may just let him keep visiting if OP sees he’s not harassing the flock. But, Op may choose to speak with the neighbor bc doesn’t want rooster on property or poops in unwanted places, and they are within their rights to ask neighbor to keep rooster contained.

If he's contacting them through the wire he could spread parasites and disease, which is legitimate reason for getting rid of him if the neighbor refuses to contain him.

Also, neighbors' visiting chickens can destroy the gardens and flowerbeds we keep our own chickens out of and screw up our breeding programs.

All animal owners are responsible for keeping their animals on their own property and not allowing them to be a nuisance.
