Also have the vet check his teeth for points. He may need his teeth floated and that may be a reason for some of his weight issues. Floating teeth is filing down points on the teeth that may be painful to a horse when he is eating.
 
We just got some more info on the horse. My husband called the previous owner(the person who owned it before the one who abandoned it). He had the horse since it was a colt. He said it is 13 years old and is a registered quarter horse. He said he used it for a pack horse after it couldn't ride long, hard days. He also said in all the years he had it, it only bucked with someone on it one time. He sold all of his horses due to health problems and sold "Chip" to this lady. She didn't have a place to care for it and basically left it with a friend, where it wasn't cared for very well for about 6 months. So that is his story!
I've been visiting him every day and brushing him everyday. This has been so exciting for me and the kids!
 
Did he mention if there was a particular reason the horse was no longer able to do hard work?

Also good to hear you got some background info!
