A question

It has happened before (at least with chickens, not sure about quails), but it's super rare for both chicks, if any, to survive.

Have your quails laid eggs with two yolks? I've had several of those.

These are all from japanese quails.

The middle is a regular size, the right is a fairy egg (smaller than a king quail egg, not much bigger than a finch egg) and the left is a double yolker (same size as a golden pheasant egg).
 
I also never had a two-yolked egg in 2 years. But my latest hatched quails produce them like crazy.... had about 6 of them in the last 10 days.
Maybe because the lay-intesine is still in developement.

There could be a genetic element as well. Get the right group together and suddenly twin eggs.

You should try to hatch twins! If you could get them to develop you would probably need to assist the hatch. It would be fun having identical quail, especially if they are a pattern that would make it noticeable. You could document your twins birth and lives.

I was considering this when I get my next double-yolker.
