Looks like she's got pin-feathers coming in, so the baldness is being taken care of. I'd be more concerned with that scaly leg mite infestation.

My hens vent did that when she was prolapsed . They do it when they poop or maybe she has something stuck there ? She looks a little rough. I would give her a good soak maybe in some warm salt water then treat for mites/lice along w/ the leg mites. Some good care from you and she should perk up and be good.
