It's easy for us to say what we would do in this case but these people have cameras and no value for an animals life so probably none for a human either. You could possibly get shot or hurt trying to do this. You are right that stealing another person's dog is not legal and the proper legal people are the only ones that can do this.same if that was my neighbor i would have been over there with bolt cutters long ago
Does it allow you to stay on the line? A few times I've called, I was on hold for an hour or more.
