Never heard of a pet store that has chickens.

Nor have I. That being said, mixing would not be appropriate. Disease transmission would be a longer-term concern. Details of pet shop decidedly lacking, too much so to be give good assessment of any sort.

I actually just wanted to know if anyone knew for sure if it counted as abuse. What i intend to do about it is not your concern. Or should i say I am not concerned by what you think i should do about it.

What's considered "abuse" will depend on where the store is located. And if it's even reported to the local authorities. Fairly recently there was a reptile shop a few hours from me that was raided. The owner kept a good number of baby sliders in 300gal or so stock tank. If I remember right, the store and tanks were well maintained but there was just too many in it.

More precisely what is considered as abuse will most likely depend on some system of esoterically held beliefs or ethics embraced by what ever person or persons are charged to investigate this alleged abuse, not the law and certainly not what is good or bad for a chick or a finch.

Do remember that certain humane organizations oppose the keeping of any and all pets, companion animals, and livestock. So I guess that means that all of us are equally cruel to our chickens, cats, dogs, goats, horses, and yes, even the vinegar ells in our homemade ACV. At least if you follow the rules laid down by these humane organizations.
