Accessible pigeon loft

I am looking for some ideas and direction regarding building a small to medium pigeon loft (<100 birds) for my brother in law. He uses either an electric wheelchair or walker as the need suits him. I am wondering if anyone has some working plans or sketches to get me headed in the right direction. Thank you in advance.

Lower the roof as to permit the pigeon fancier to be able to reach the highest pigeon roost. That is my number one and only suggestion.

This has nothing to do with pigeon lofts
Tell your brother in law (in case he is not aware) to hand feed his birds with shelled unsalted peanuts for a treat only. Pigeons are programed to stay aloof of most humans this will change for him (if his birds are anything like mine and ONLY HIM).

Many wheelchair bound fanciers use riding mower sheds that have ramps and set up to use electric wheelchairs, or get ideas from.
A rollator worked well for me, before temp got to point needed electric wheelchair, n now neither again.
