The black part is dead... it's going to fall of either way.

They look healthy enough.... I would through some Vasoline on them to prevent further damage.
 
I just tried it with my roo and I'd say go ahead and dub the top one. He's suffered painfully for weeks with the tips of his comb frostbit. He flinched and clucked when I cut and now won't let me near him with the scissors but he seems a bit happier. I cut just down to where the black started and it didn't bleed. I probably should have gone a bit farther but I wasn't really confident enough to and he's tired of patiently sitting still for me. I did cut one spot down till it oozed a little and that's how far I'm going to try to go on the rest tomorrow. Afterward I dabbed him with some betadine (doesn't sting unlike iodine and peroxide increases chances for scar tissue) and then pushed some flour against it. I think it will heal much faster and with less pain this way than leaving the frostbit pieces on. Plus the dead tissue has the potential to cause infection.
