Someone I know of has a small flock of 10 hens and 2 roosters, about 18 months old. Could they add a few younger ones to that flock? Would that cause a problems with them?

I would suggest quarantining the new birds before adding them to their existing flock. After quarantine, if possible put them in adjoining runs. That is what I did. It worked out well except for a couple of my hens that were about the same age at that time (18 months). I had two bully hens that I had to remove from the flock after I introduced the pullets who had been in an adjoining run for several weeks. All went well except for the bullies. Eventually I have been able to integrate them all.
