It doesn't matter. Even if her mom had said yes, you do know that she was joking, right? And you weren't actually going to go live with her?

Because it seems to me that while she was joking about you actually traveling to England, you seemed pretty serious about it. Apparently we need to make it clear that that's NOT okay...

i guess you could tell the teacher about the bullies, or move school? or tell your parents your being bullied?
