Yes, I'm suspecting he's from an abandoned group, I've tried to find his owners in many online groups, I've looked all over the country online for missing posts, none are him...Occasionally with small birds a strong wind will catch them and move them quite a distance, so think about which way the wind comes from and advertise "down wind"
But it could well be that he is from the group of released birds and is just smarter/luckier than the others.
Smart released birds will seek a friendly human, but most will feed hawks and cats. Unless they are released in the country of their origin near a wild flock, then they have a fighting chance of joining the wild flock.

Would love to see more pics - to decide what colour/mutation/type he is.
The yellow and white combo on the head is unusual, the colour is not easy to discern in that light.
Budgies are chiefly a seed eating bird. But remember that that means they eat dry and green seeds naturally. So that is what is the best way to feed them.
My mother who is a show breeder of Budgies has her own mix, which chiefly consists of mixed millets, a little canary seed and in cold weather oats. They get green seeding grasses, and cuttlebone also.
Here Mum gives them bits off the bottlebrush for toys and the capsules that "Kinder Surprise" toys come in. Ever seen a baby budgie playing at being a knight with it's helmet on? Hilarious.
