The way he is sleeping is perfectly normal, he is getting older, and because he is a Pekin duck he may also be getting heavier, making him want to sleep that way.
As for his feathers seeming oilier than usual, I would say that he isn't swimming enough, causing excess build up of the oils he would normally be using. Do you have a bathtub in your home? If so, run him a nice warm bath, and let him have a long swim. If you don't have a bathtub, then try to give him a warm shower, he'll probably like it. He will do much better if he swims (or is showered) at least once a day.
How much sunlight does Aflac get? Having enough sunlight is crucial to any living thing's health. He needs at least 6 hours of sunlight a day, 12 being for optimum health. If he cannot be in the sunlight for this amount of time, then I would suggest getting him a vitamin D supplement, or setting up LED lighting to stimulate the feeling of sun for him.
I would recommend getting Aflac a friend, ducks are very social creatures, and he will be so much happier if he can have a friend with him. At first he may seem aggressive, but in the end he will be much happier with a friend to keep him company.
