Aggressive behavior in 3 week old chicks RIR

Three week RIR are bullying. I separated two. what’s normal chicken behavior? Two of my hens (buff) got their butts pecked bloody. I separated those two with my new rocks (1 week old) and they’re fine. Friendly and sweet. This is my first time owning chickens and I’m feeling a little defeated. They started pecking the neck of another buff Orpington. Feed is 23% protein, plenty of water and food. Maybe space? I have 12 in a 50 gallon tub. Thank you!
