Aggressive Behavior

Hi everyone i really need some help with this Hen. My bf mom bought 6 chickens over time and im the one that takes care of them. Now we have two cages inside the house 3 of the chickens are on the top cage and the other 3 on the bottom. Now the first one we bought i named them salt and pepper. A week after we got two more which i named blondey and blacky. And just 3 days ago we bought two more (they are the smallest). Now sadly salt died after having her for a month our dog got to her. So pepper stayed alone on the bottom cage for a day and then i put blacky with her so she wouldn't be alone. Now on the top one i have blondey and the two smallest ones and they get pretty good with each other the first day she would peck at them but now they are fine. But on the other hand pepper is so aggressive with blacky. When i feed them she doesn't even let blacky eat. If blacky has something on her she will steal it from her. Pepper steps on her, she doesn't even let her drink water. I take all of them outside and pepper just minds her own business. But inside the cage she is so aggressive. They are all in cages cause we are barley builiding the coop for them. Pepper is about one month old will that how long we have had her here in the house and the other ones are just 1 week difference and then i have the smallest which i don't let pepper near them.

Neither mad nor hormones just normal chicken behavior - big chickens pick on newcomers/little chickens. Chicken society is not a pretty thing.

could you put a divider in the cage to separate Pepper from the other chick - they can see each other but, she can't hurt it. Maybe she will get used to it and after a time it will be close to her in size. Make sure the smaller chick get enough food & water or it will stay small.
