Aggressive Chick-What should I do?

My Welsummer chicks are 4 weeks old. I have one that is terrorizing the others by running after them and picking their feathers. I have 2 sq ft for each chick so they don't seem to be crowded. Should I isolate the aggressive one?
 
If you have a way to isolate the aggressive one, then maybe taking him/her out of the flock for a while will knock him/her a few pegs down in the pecking order.
 
I don't know if he is a boy yet. I separated him and he is NOT liking it! He is chirping like crazy and trying to fly out of the brooder. It's like he is nuts! When I pick him (?) up he squirms to get loose. The others don't do that. I already have one aggressive rooster, I don't want another.
 
If it doesn't calm down, I would get rid of it. It is not worth the stress to you or the other birds.

OR you could carry him around all the time and put him in a sock chair while your on the comnputer and "peck" him with a fore finger when he is being "rude"
