Aggressive Quail Bumblefoot or foot infection (Image)

So I had gotten these hens from another owner. She kept them on a wire cage floor and two out of the eight quail hens got this bumblefoot.
I have been trying to cure it and when I think it is about healed, it comes back and this time it has come back aggressive on one of my ladies.

I have treated her with antibiotics and penicillin but it just comes back. Is there any other way I can cure this?

I've opened a small incision to apply antibiotics better and while the wound healed fantastic, this hasn't gone away.

There is no core and the swelling is very recent going up her leg.
