Aggressive quail, why?

I have a very aggressive male right now, i recently tried lightly filing his beak, just with a nail file.it has seemed to help some. He can't do as much damage when pecking but he can still get a hard grip on the others and cause trouble that way...

she seemed to mellow out a bit, they just stopped laying, she does not peck as far as i know, just grabs them until they freak

She's probably lost her mind. I have one like that who nearly killed her male, then did mortally injure another female. Added her to another group and she went after them. New cage with her original group, chaos. Separated her and added a juvenile male, freak out. She's by herself now, but she still lays an egg a day. Lucky for her.
