Was the attacked bird a lower ranking bird?
Could be a 'normal' change in pecking order...
....or attacked bird may be ill or going broody or staring to molt.

Sometimes, just like with people, they hold a certain grudge against another individual. A clash of personalities if you will or maybe in their past lives the bully now was once the one getting bullied by the other. Role reversal. Not much you can do about it unless you're willing to get rid of one of them, but if the conflict isn't too harsh I'd just let them be.

I like peerless peepers, makes more sense than pinless since they have pins but they DO technically make the jerk's peers dissapear.
