I have a seven week old buff orpington who has somewhat of an air sac ig under its wing. It blows up every few seconds then goes back down. I’m not sure if this is normal. Can someone please help me.

Chickens have tiny lungs stuck on both sides of the backbone. Most of the respiration takes place in the air sacs and the hollow bones connecting them. Under the wings there are cervical air sacs, clavicular air sacs and cranial thoracic air sacs. Perhaps there is a rupture in the musculature covering them.

Not knowing if it is even a problem, I can't say. If there is a rupture in the musculature akin to a hernia, there wouldn't be anything you could do at home. Perhaps surgery costing several hundred dollars or more.

Is she having difficulty breathing?
If she acting normal, then I would just wait and see if that resolves on it's own in a couple of days.
IF she's in distress, then seeking vet care to release the air may help. Sometimes a vet just is not an option, so you would do that yourself. Instructions of what to do by @Eggcessive is here
