All Hens one acting like a rooster

Hi I have a flock of 28 hens Yes I am sure they are all hens as all roosters were wedded out I can not have them in my area. One of the hens is acting as a rooster she mounts other hens is this normal.Tnx

I have one that does that too. A RIR hen. Sometimes a hen will take on the dominant role when there is no rooster in the flock. It's sorta normal.

That can happen. It's a dominance thing. If it's a quick jump on the back, i might let that go. But i had a hen get pretty brutal jumping on her friend. She was angry that the other hens were picking on her, so she took it out on her friend. She was sent off the island.
