All my chickens make this sound. What does it mean?

Do you have nest boxes near by ? if so they could be a broody ?

Not broody sound, I call that sound 'grousing'.

The orpingtons in my flock make that sound when something spooks them (bird flying overhead), including when I shine the flashlight into the coop at night for a head count.

It’s a warning sound, my kiddos make that noise when something “bothers” them - strange noises, wild birds flying over head, someone trying to get into a nest box but there’s a line up

I call it the “whining about things” sound.
