My 12 year old mini poodle will take off up the road for our pond- which is a good piece away- to have a swim if she mistakenly slips out the door. On her way back, she'll meander about, sniffing here and there. There are two neighbors yards across the road that she could visit on the way back. If one of their cats was out, I could definetely see her chasing it. (She's a die-hard cat chaser.) Right now, she's nestled next to me on the recliner. She's a spoiled little lap dog.
Happy, well treated dogs will roam if given the chance.
I don't think keeping a dog on a chain is nice, though. I think a fenced yard is much kinder treatment.
