it's not the government, it's the big chicken business that lobby the government to make it harder for the small breeders, but i won't go there. you can talk to any breeder and they'll tell you all about it.
personally, i'd rather buy from someone that's tested their birds than not. you won't find a hatchery that's not tested. you won't find a reputable breeder on eggbid that isn't npip. it's for the safety of your own flock if you want to get new birds. the state makes you pay a fee to sell off premises. it's no big deal. i have a friend who sells at canton and he sells over 1000 chicks every month. pays the $500 fee for the year and still makes out. it does just take the little guy out. but it helps people like us stay legit and people are more comfortable buying from people with the certificate and permit than some guy down the road who's never had his flock tested.
it's like the horse coggins. you wouldn't buy a horse that didn't have papers. it could kill the rest of your horses. why would you want to buy from someone who doesn't have their flock tested and potentially bring in a disease that could kill your flock? (although, even if they have papers, you should quarantine your new birds for at least 2 weeks before joining them with your flock)
