The combs I get now BUT I question the coloring on his head/neck. Can they(CR) have some of the brown color mixed in with their black "ticking" or whatever the black spots are?

Hatchery Quality can have some brakes in the lacing (ticking).

looks like a delaware 2 me i could be wrong but my brother inlaw has some and it looks like that.

Could possibly be but probably not since there isn't barring in the tail feathers. I would say either Columbian Rock or Columbian Sussex
