Am I a Roo?

So this sweet little red and white EE is making us think he might be a roo but has no comb showing but the tail kinda says rooster too ...puffed up at our Turken rooster but some of the girls do that too. Help? The gray EE is the same age as Twinkle Toes. The Turken is a couple months younger. (If anyone wants them they’re available for new homes, we can’t keep roosters)
