Call ahead and see if they will adopt them out or euthanize them if you turn them in.

Or you could just show your butt real bad. That is what I would do. He would hear things he didn't want to hear.

Sadly, I think as long as he has food on the premises and water in the pen, the animal control can't do much(or won't).

I think the best approach to this problem, is education. Explain that the chickens need a shelter, preferably some nest boxes, and he needs to get his rooster/hen ratio fixed. Also, it sounds like he may be over crowding the birds, explain to him that a few birds WELL taken care of, are always more valuable than a bunch of birds that are BARELY taken care of.

Suggest that he sell some extra roosters, and maybe some hens. I don't know how much space he has for birds, or food he has for them to eat. Explain that he will get more eggs by keeping "just" enough chickens that he can free feed at all times. Also, tell him that the metal roosts will most likely be too cold in winter, hate for him to lose birds to frostbitten feet.

If all else fails, plead to animal control to suggest he reduce his number, provide adequate feed, and provide proper roosts. They may not have to confiscate birds to set the owner straight, just scare him a little.

Kim is right about the boxes. We use cat carriers, dog carriers, some boxes are built, but not enough yet. Oddly enough they all lay BEHIND the carriers unless they are broody.

I think that if they have been without food for three days it is sufficient evidence for animal control.

I called AC when my neighbor's boxer exscaped and was tearing up THEIR trash in MY yard and they were gone. The neighbor across the street came over to speak with the AC guy and the AC guy made the non-dog-owner put food out for the dogs.
Apparently they do require that food is avaliable, even though I'm perfectly fine with set meals (free feeding = fat dogs).

The problem is he doesn't have any money to spend on feed or wood for nest boxes. I keep asking if he has gotten food but he says not yet been to busy.

Animal Control is definately worth a try. Whether or not they'll adopt the animals out. Better to be euthanized than to starve/be bred/crowded/weather exposed to death.
